Andrew Paulmeno is a National Security and Defense Technology expert. As a former U.S. Marine Corps officer and Stanford GSB graduate, his experience lies at the intersection of aerospace, defense, national security, venture-backed innovation, and infrastructure. He has led Artificial Intelligence development and productization efforts for the Department of Defense, executed corporate and investment strategy at space and defense companies like Voyager Space, Space Capital, and Muon Space, and served as Chief of Staff at Trunk Tools, a growth-stage construction tech startup where he helped raise $10 million and secured the company’s first enterprise contracts.

Andrew is the founder and CEO of Hoplynk, a company building intelligent, plug-and-play networking systems designed for high-risk, low-connectivity environments. His approach to product development is shaped by a decade of operational leadership in the Marine Corps, where he managed $168 million in infrastructure programs and commanded combat engineers across Asia, Latin America, and crisis zones. Andrew brings a rare combination of technical fluency, policy awareness, and field experience to every venture he advises.

He holds engineering and advanced degrees from the U.S. Naval Academy, Columbia University, and Stanford University's Graduate School of Business. He remains active in the national security and space ecosystems and is passionate about enabling dual-use technologies, closing connectivity gaps, and building systems that scale under pressure.
